Bengal's chambers seek land, incentive reforms ahead of finalisation of industrial policy
Business To Business, Kolkata, 11 August 2026: Industry chambers have urged the West Bengal government to introduce reforms in land allotment, industrial incentives, infrastructure and sector-specific clusters as the state moves towards finalising its new industrial policy.
The recommendations were made at a stakeholders' consultation meeting held on Tuesday.
The Bengal Chamber of Commerce and Industry (BCC&I) submitted a report proposing reforms to industrial land allotment, with a particular focus on making better use of unused public sector undertaking (PSU) land to attract investment and accelerate industrial growth.
Key recommendations
- Industrial land: Unlock unused PSU land and streamline land allotment to improve ease of doing business.
- Tax incentives: Introduce incremental SGST reimbursement linked to additional sales.
- New sectors: Include emerging or pioneering industries such as ceramics in the state's industrial incentive framework.
- Stamp duty: Rationalise stamp duty on financial and commercial instruments.
- Infrastructure and clusters: Strengthen industrial infrastructure and develop sector-specific clusters to support investment.
The recommendations are aimed at making West Bengal's investment environment more competitive and providing greater certainty to businesses as the state prepares its new industrial policy.
