Odisha may attract Rs 25,000-30,000 cr in power investments after policy shift

Business To Business, Bhubaneswar, 26th May, 2026:  Odisha could attract investments worth ₹25,000–30,000 crore in the power sector over the next six to 12 months after revising its policy on concessional power allocation from thermal power plants, according to an industry body official.
The state government is moving to align its framework with the Centre’s policy by requiring newly commissioned thermal power plants to supply 5 per cent of their capacity at variable charges.
This replaces the earlier policy under which developers were required to allocate 12–14 per cent of plant capacity at concessional rates for state consumption.
Industry executives said the previous policy had discouraged fresh investments despite Odisha’s advantages such as:

  • Abundant coal reserves
  • Strategic port connectivity
  • Availability of skilled manpower
  • Strong industrial ecosystem
The revised policy is expected to:
  • Improve project viability for developers
  • Encourage private sector participation
  • Accelerate thermal power investments
  • Strengthen power generation infrastructure
Odisha is considered a key energy and industrial hub because of its large coal resources and proximity to major ports, making it attractive for thermal power and heavy industry projects.
