Pakistan made every effort to dismantle goodwill under Indus Water Treaty: Kwatra

Business To Business, New York, 02 August, 2026:   India's Ambassador to the United States, Vinay Mohan Kwatra, has said the Indus Water Treaty (IWT) was signed in a spirit of goodwill and friendship, but Pakistan spent decades undermining its foundations through its conduct.
In an article published in Newsweek, Kwatra said India's decision to keep the treaty in abeyance was an acknowledgment of a reality created by Pakistan's actions rather than a unilateral departure from the agreement.
"The Indus Water Treaty was signed in the spirit of goodwill and friendship, and Pakistan spent half a century dismantling it," Kwatra wrote, adding that India's decision merely recognised what Pakistan's conduct had already eroded.
The article comes days after Pakistan hosted a conference criticising India's decision to place the treaty in abeyance on April 23 last year, a day after Pakistan-trained terrorists killed 26 people, most of them tourists, in Pahalgam, Jammu and Kashmir.
Kwatra argued that the treaty's continued viability depended on mutual trust and responsible conduct, asserting that Pakistan's actions over the years had undermined the principles on which the agreement was based.
