Centre signs pact with West Bengal govt, assembly for implementation of NeVA

Business To Business, New Delhi, 5th June, 2026:    The Ministry of Parliamentary Affairs on Wednesday signed a tripartite Memorandum of Understanding (MoU) with the Government of West Bengal and the West Bengal Legislative Assembly for the implementation of the National eVidhan Application (NeVA), marking a significant step toward digitising legislative proceedings in the state.
What is NeVA?
The National eVidhan Application is a digital workflow system hosted on the National Informatics Centre's MeghRaj cloud infrastructure. It is designed to enable legislatures to function in a paperless and more efficient manner.
Key features include:

  • Digital handling of legislative business.
  • Electronic circulation of notices, questions, bills, and reports.
  • Real-time access to Assembly documents for members.
  • Support for the Speaker/Chair in managing House proceedings.
  • Reduction in paper usage and administrative delays.
Signing of the agreement
The agreement was signed among:
  • Ministry of Parliamentary Affairs
  • Government of West Bengal
  • West Bengal Legislative Assembly
The ceremony took place at Parliament House in New Delhi.
Kiren Rijiju's remarks
Kiren Rijiju announced the development in a social media post, stating that he attended the signing ceremony for the implementation of NeVA in West Bengal.
Significance
The adoption of NeVA is part of the broader Digital India initiative and aims to:
  • Modernise legislative functioning.
  • Improve transparency and efficiency.
  • Enhance accessibility of legislative information.
  • Promote environmentally sustainable governance through paperless operations.
With West Bengal joining the initiative, the state Assembly is expected to gradually transition toward a fully digital legislative workflow, in line with efforts underway in several other state legislatures across India.
