Assam Cabinet decides to stop Aadhaar issuance to those aged above 18 yrs

Business To Business, Guwahati, 13th June, 2026:    Himanta Biswa Sarma on Saturday announced that the Assam cabinet has decided that Aadhaar cards will generally not be issued to individuals aged above 18 years through the normal process, as part of efforts to prevent illegal immigrants from obtaining the identity document.
New Procedure for Applicants Above 18
Addressing a press conference after a cabinet meeting, Sarma said that any exceptional case involving an applicant above 18 years of age would require additional scrutiny.
Under the proposed mechanism:

  • The concerned District Commissioner (DC) will examine the case.
  • The DC must submit a proposal to the state government.
  • The state government will review the application.
  • Permission will be granted only if the applicant is found eligible.
According to the Chief Minister, the decision is intended to strengthen verification procedures and prevent illegal immigrants from obtaining Aadhaar cards through fraudulent means.
The Assam government has repeatedly stated that identifying and preventing illegal immigration remains a key administrative priority, particularly in districts bordering Bangladesh.
Aadhaar and Citizenship
It is important to note that Aadhaar is an identity number and not proof of Indian citizenship. The document is issued by the Unique Identification Authority of India based on prescribed eligibility criteria and identity verification requirements.
The announcement comes amid continuing efforts by the Assam government to strengthen mechanisms related to:
  • Identification of illegal immigrants.
  • Verification of residents' credentials.
  • Border management.
  • Maintenance of demographic records.
The detailed implementation guidelines for the new procedure are expected to be issued by the state government and relevant authorities in the coming days.
