Karnataka Minister Priyank Kharge questions legal basis of RSS exemption from registration
Business To Business, New Delhi, 10th June, 2026: Priyank Kharge on Wednesday questioned the legal basis under which the Rashtriya Swayamsevak Sangh (RSS) operates without what he described as formal registration and accountability to the government.
Kharge said he wanted clarity on the legal provisions that allow the RSS to function in its current form and expressed willingness to engage directly with the organization to better understand the matter.
According to him:
- He is prepared to visit the RSS headquarters to seek an explanation.
- RSS leaders are also welcome to visit his office and explain the legal framework governing the organization.
- If their explanation demonstrates that his understanding is incorrect, he would be willing to acknowledge the error and apologize.
The minister's remarks centered on questions such as:
- Whether the RSS is required to register under any specific law.
- What legal provisions govern its functioning.
- The nature of its accountability mechanisms.
He indicated that his concerns relate to transparency and the legal framework applicable to organizations operating on a large scale.
The
Rashtriya Swayamsevak Sangh was founded in 1925 and describes itself as a socio-cultural organization. It has a vast network of volunteers and affiliated organizations across India.
The RSS is not a political party, though it is often associated with the broader ideological family that includes the
Bharatiya Janata Party (BJP).
The remarks come amid continuing political exchanges between Congress leaders and the RSS-BJP ecosystem. Questions about the legal structure, funding, and regulatory oversight of large social and voluntary organizations have periodically surfaced in Indian politics.
