Punjab seeks special category status, financial package for border areas from Centre: CM Mann

Bhagwant Mann on Thursday strongly pressed Punjab's long-standing demands at the 11th Governing Council meeting of NITI Aayog, seeking special category status for the state and a dedicated financial package for the development of border areas.
Demand for 90:10 Funding Pattern
Mann urged the Centre to extend to Punjab the same funding pattern available to:
- Northeastern states
- Himalayan states
- Jammu and Kashmir
Under this arrangement, the Centre would bear
90% of the cost of Centrally Sponsored Schemes, with the state contributing the remaining
10%.
The Chief Minister argued that Punjab's unique circumstances justify similar treatment.
Border State Challenges
Addressing the council, Mann highlighted several challenges faced by Punjab as a frontline border state, including:
- Security-related pressures due to its international border.
- Economic constraints arising from strategic considerations.
- Social and developmental challenges in border districts.
- Additional infrastructure and administrative costs associated with border management.
He maintained that these factors warrant special support from the Union government.
Financial Package for Border Areas
Mann also sought a dedicated package aimed at revitalizing Punjab's border regions. Such assistance, according to the state government, could help:
- Improve infrastructure.
- Promote economic activity.
- Generate employment opportunities.
- Enhance public services.
- Strengthen development in strategically important districts.
The Chief Minister emphasized that Punjab's development goals are aligned with the national vision of
Viksit Bharat 2047, the government's long-term objective of transforming India into a developed nation by the centenary of independence.
He argued that supporting Punjab's growth would contribute directly to broader national development objectives.
Punjab has periodically sought special financial consideration from the Centre, citing its strategic location, agricultural importance, and security responsibilities. The demand for special category status reflects concerns about fiscal resources needed to address infrastructure, social, and economic challenges while maintaining growth momentum.
Whether the Centre considers such a request will likely depend on broader fiscal policy considerations and discussions involving other states that have sought similar treatment in the past.
